Dear Sir,
1.
With further reference to paragraph 7 of your
general letter No. 63 dated the 11th. ultimo, we understand
your difficulty, but do not consider that we are entitled
to give you any advice on such amatter unless desired to
do so by the Government of Hong Kong. As we have
repeatedly pointed out, you are in all respects the
servant of the Government of Hong Kong, and must therefore
follow the instructions of H.E. the Governor. We have
no doubt that His Excellency would refer the matter to us
should you urgently request him to do so.
2. With regard to paragraph 10, although nothing
has yet been definitely settled, it has been proposed that
Mr. A. J. Barry should inspect the Railway on our behalf,
as he will at any rate be in China about the end of the
year. Ferhaps His Excellency might think it desirable to
postpone the matter of the Bridges until the question of
the inspection is settled, and, if it is decided that Mr.
A. J. Barry shall inspect the line, until his arrival in
the Colony.
